Sanitation & Public Health - The advantages of the dry-Earth Chinese system of sewage is maintained. It has been introduced successfully into the jail. Despite their crowding, the Chinese are very healthy, because they wash, drink no whiskey, and are frugal & generally vaccinated. The annual death rate has declined year by year (since the last "Report" was presented in 1876) & is the lowest hitherto recorded this year.
No Govt regulations, dealing with nuisances, are to be introduced in future, without first consulting leading European residents.
Free Planting since 1877 has been carried on. pp.127-136. More trees have been planted this year than any Mayor of London, or the Lord Mayor of the Colony, or even all the United States! 11765 trees were planted this year, 625 more than last year, consisting of Pines, Bamboos, Banyan, etc., and for sanitary purposes, the Eucalyptus. Chinese were liberally supported; & to the Irish Famine Fund Hongkong sent more in proportion to its population when the Famine Fund was raised.
Ecclesiastical & Religious - The number of Ecclesiastical and Religious institutions - specially Missionary - is extraordinary. Yet Christianity is declining in China, partly because the missionaries are, under protection of treaty rights, obtrusive and are, to a Chinese, generally bound up with foreign intervention; partly because they think that Western progress makes children independent of their parents and our "laws by which a trader can get rid of his debts without paying them" are strange to them.
The Chinese of Hong Kong have no objection to the Ecclesiastical grants.
